HPFAS officers backbone of state’s financial system: HPU V-C

Prof Mahavir Singh, Vice-Chancellor, Himachal Pradesh Universitym, today addressed the Himachal Pradesh Finance and Accounts Service (HPFAS) trainee officers at the university and said that these officers were the backbone of the state’s financial system.

He said this during a special orientation session, that was organised on the functioning and significance of the HPFAS cadre, which has been a cornerstone of the state’s financial administration since its inception in 1971.

The V-C, who served as the chief guest on the occasion, lauded their pivotal contribution in ensuring financial discipline, accountability and transparency in governance. He said, “Their integrity, expertise, and commitment to good governance ensures financial stability and transparency that every progressive state aspires to achieve.”

He also commended the HPFAS officers for their key role in implementing Integrated Financial Management Information System (IFMIS) and e-Governance initiatives, which have modernised the financial management system in the state. The V-C appreciated their efforts in supporting bureaucrats and policymakers through financial analysis, feasibility studies and by providing vital inputs in budget preparation and economic surveys.

During the session, it was highlighted that HPFAS officers were recruited through a rigorous four-stage process conducted by the Himachal Pradesh Public Service Commission. After selection, officers undergo intensive professional training at the Himachal Institute of Public Administration (HIPA), where they acquire specialised knowledge in finance, accounts audit, and budgeting.

Pro Vice-Chancellor, HPU, Prof Rajinder Verma also extended his best wishes to the HPFAS trainee officers, encouraging them to uphold the highest standards of integrity and professional excellence in their future roles.
