Key challenges, tribal issues taken up with ST Commission member

A joint delegation representing various public organisations of Lahaul-Spiti met Dr Asha Lakra, Member of the National Commission for Scheduled Tribes, at the Circuit House in Kullu district yesterday. The meeting focused on the pressing concerns of the region, particularly its fragile ecology and the rights of its tribal population.

The delegation presented a detailed overview of the major challenges facing the high-altitude tribal district.

BS Rana, president of the Save Lahaul-Spiti Society, raised alarm over the potential ecological devastation posed by proposed mega hydro power projects. He emphasised the region’s delicate cold desert ecosystem and the shrinking glaciers, warning that the destruction of thousands of deodar trees, which have grown over centuries, could have catastrophic consequences not just for the valley but for North India at large.

Environmentalist Ajay stressed that large-scale projects are unsustainable for a region with limited resources. He advocated for development centered around sustainable tourism, which would better align with the region’s natural and cultural landscape.

Prem Katoch urged proper implementation of the Panchayats (Extension to Scheduled Areas) Act (PESA) and other laws protecting tribal rights to prevent the irreversible damage caused by such mega projects.

Highlighting the region’s worsening employment scenario, BD Parshira demanded reservation for local tribal youth in private sector employment opportunities.

Dr Jai Prakash highlighted the district’s poor healthcare infrastructure and pointed to the delays in establishing an ICMR Hospital as a critical issue needing urgent attention.

Tashi Angroop, former president of Jan Chetna Association, Lahaul and Spiti, raised concern over the closure of government schools due to privatisation policies and called for the establishment of more schools. He specifically requested additional institutions like Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, and Eklavya Model Residential Schools in the district.

B S Rana stated that after listening attentively to all concerns, Dr Asha Lakra advised the delegation to submit a formal written memorandum and also upload the details on the Commission's web portal. She assured the delegation that every effort would be made to address these issues effectively.
