Lack of clarity on compensation mars land acquisition for Gaggal airport project

The state government has notified 147 hectares for the Gaggal airport expansion project in Kangra district.

The ongoing land acquisition process for the Gaggal airport expansion project in Kangra has made the future of hundreds of residents uncertain, particularly of those living on government land. The Kangra district administration has not yet prepared a compensation framework for such occupants, creating widespread confusion among the affected people.

According to official figures, the state government has notified the acquisition of 147 hectares for the ambitious airport expansion project. Of this, 25 hectares have been classified as government land, where many families have built homes and commercial establishments over the years. The largest share of 9.9469 hectares falls in Gaggal Khas Mohalla, which houses shops and residential structures.

Land acquisition began soon after the government issued a notification and, so far, the administration has acquired 55 per cent of the total land required, covering parts of nine mohallas. While private landowners are being given compensation as per the norms, residents living on government land have been left out in the absence of a clear policy.

As per the official data, government land has been identified in several villages: Rachialu (2.7528 hectares), Bhadot (0.0836 hectares), Kyodi (0.2253 hectares), Jugehad (0.8461 hectares), Bhedi (0.3191 hectares), Dhugiyari (0.0488 hectares), Sanaura (2.7301 hectares), Gaggal Khas (9.9469 hectares), Jhikli Ichhi (3.1929 hectares), Sahora (0.5179 hectares), Mungrehad (0.4131 hectares), Bagh (0.4715 hectares), Barswalkad (3.1112 hectares) and Balla (0.4771 hectares).

There is no official communication regarding compensation to be paid or the rehabilitation of these households, increasing anxiety among the affected families. The residents fear that they may get displaced without any financial aid or resettlement support.

A senior district administration official says that under the current provisions, there is no specific plan to compensate those occupying government land. The district administration has acquired about 55 per cent of the notified 147 hectares for the airport’s expansion.

The Gaggal airport expansion will improve regional connectivity and boost tourism in Himachal Pradesh. It is one of the most significant infrastructure projects in the state. However, unless the government issues a clear policy for those residing on government land, the situation is likely to trigger resentment among the affected families.
