Despite repeated appeals by the state Public Works Department (PWD), the Irrigation and Public Health (IPH) Department has failed to repair leaking pipes across Palampur, particularly under the Thural division. These persistent leaks are causing damage worth lakhs of rupees to roads recently metalled by the PWD, which are now riddled with potholes.

The road leading to Maranda via Choki, a key route with heavy traffic, is among the worst affected. Potholes as deep as one foot have developed, with water continuously seeping out. In several stretches, the road has effectively turned into a series of open drains. Local residents have repeatedly raised the issue with IPH officials in Thural, but no action has been taken so far.

“The IPH Department has blatantly violated government norms for laying water supply pipelines,” a retired Chief Engineer told The Tribune. “Most pipes are left exposed and are leaking, directly damaging PWD roads and inconveniencing the public. As per state guidelines, the pipes should be laid at a minimum depth of one foot, but this standard is being ignored.”

A senior PWD official confirmed that several letters have been sent to the IPH authorities regarding the leaking pipes on Choki Road, but no remedial steps have been taken. “We cannot carry out road repairs while water continues to flow. Besides damaging roads, this has led to the constant wastage of water, as IPH water tanks are overflowing around the clock,” he added.
