Chief Secretary Prabodh Saxena has issued strict directions that no officer of the Indian Administrative Service, Himachal Pradesh Administrative Service and Himachal Pradesh Secretariat Service will proceed on foreign tour or training without the clearance and approval from the Department of Personnel.

In a letter to all administrative secretaries, Heads of Departments and Managing Directors of Boards and Corporations, Saxena wrote that it had come to light that some officers were proceeding on foreign training and visits without the clearance from Department of Personnel. He further wrote that the controlling officers were also allowing these officers to go abroad with DoP’s approval.

Interestingly, these directions are being issued intermittently since 2017.
