Atomic Energy Bill, higher edu panel among 10 legislations to be tabled in winter session

Presentation, discussion and voting on the first batch of Supplementary Demands for Grants for the year 2025-26 will also be undertaken during the upcoming session.
According to the schedule for the winter session, which will conclude on December 19, the Constitution (131 Amendment) Bill-2025 will be introduced during the winter session.
The legislation aims to include the Union Territory of Chandigarh in Article 240 of the Constitution, in alignment with other UTs without legislatures, namely Andaman & Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli and Daman & Diu, and Puducherry (when its Legislative Assembly is dissolved or suspended).
The Atomic Energy Bill-2025, which aims to govern the use and regulation of atomic energy in India, will be another key Bill that will be introduced in the Lok Sabha for consideration and passing.
The Higher Education Commission of India Bill, 2025, will also be introduced in the Lok Sabha for consideration and passing. It aims to enable and empower universities and other higher educational institutions to achieve excellence in teaching, research and innovation, through co-ordination and determination of standards in institutions for higher education or research and scientific and technical institutions. The Bill proposes the formation of a Higher Education Commission of India for the purpose.
It will facilitate universities and other higher educational institutions to become independent, self-governing institutions and promote excellence through a robust and transparent system of accreditation and autonomy.
Among other new legislations, the National Highways (Amendment) Bill, 2025, is aimed at ensuring faster and transparent land acquisition for national highways.
The Securities Markets Code Bill (SMC)-2025 will consolidate the provisions of the Securities and Exchange Board of India Act, 1992; Depositories Act, 1996; and the Securities Contracts (Regulation) Act, 1956; into a rationalised single Securities Markets Code.
Another significant Bill to be introduced in the upcoming winter session is the Insurance Laws (Amendment) Bill, 2025. It will deepen penetration, accelerate growth and development of the insurance sector and enhance ease of doing business.
Other Bills to be introduced during the winter session include the Manipur Goods and Services Tax (Amendment) Bill, 2025; the Repealing and Amending Bill, 2025; the Corporate Laws (Amendment) Bill, 2025; and the Arbitration and Conciliation (Amendment) Bill, 2025.
Apart from these 10 new bills, the Jan Vishwas (Amendment of Provisions) Bill, 2025, which was introduced in the Lok Sabha during the monsoon session on August 18, and referred to the Select Committee on the same day, is also likely to be considered, subject to the submission of the panel’s report on the matter.
The Select Committee will submit its report on the proposed legislation by the first day of the session.
Similarly, the Insolvency and Bankruptcy Code (Amendment) Bill, 2025, which was introduced in the lower House on August 12 and referred to the Select Committee, is also likely to come up for consideration and passing, provided the committee’s report is presented in the House by December 1.
