Jammu and Kashmir Lieutenant Governor Manoj Sinha delivered the inaugural address at the NEP Conclave-2025, organised by the Higher Education Department. In his address, the Lieutenant Governor applauded the efforts of all stakeholders for the speedy implementation of the National Education Policy (NEP). He said it was a matter of pride that Jammu and Kashmir was among the first in the country to implement the policy across all higher educational institutions in the Union Territory.

Sinha stated that universities and colleges in Jammu and Kashmir are building an ecosystem that will serve as a catalyst for innovation and ground-breaking research.

“We are building a future-ready academic ecosystem — one that is inclusive, innovative and impactful. Our aim is to empower every student of Jammu and Kashmir to realise their potential, uphold the spirit of Viksit Bharat @2047 and emerge as a proud contributor to the nation’s growth story,” the Lt Governor said.

He observed that J&K is leading a movement focused on reforming and strengthening the higher education landscape to meet the demands of an uncertain world. He added that the “Artificial Intelligence Age,” combined with traditional Indian ideals, would help realise the dream of a developed India.

“The amalgamation of technological advancement and Indian ethos in higher educational institutions will address future challenges and spur strong economic growth,” Sinha said.

The Lieutenant Governor further mentioned that the National Education Policy aims to reduce inequality and expand opportunities in higher education, with a focus on a future-oriented approach that equips youth with critical thinking skills and a lifelong learning mindset.

“Our higher educational institutions have embraced interdisciplinary and project-based learning. We are moving away from traditional, siloed subjects to break barriers between the academic and real worlds. This will empower our youth and enhance their skills and knowledge for professional growth,” he added.

Sinha also highlighted the need to establish a robust monitoring mechanism to ensure that research projects are future-oriented, generate new ideas and introduce fresh perspectives into society’s knowledge ecosystem.

He emphasised that all higher education institutions should implement innovative programmes such as ‘Design Your Own Degree’ in a time-bound manner. The Lieutenant Governor also called for effective solutions to emerging challenges and the sharing of resources among institutions to ensure holistic transformation in the higher education sector of Jammu and Kashmir.

Chief Secretary Atal Dulloo, Prof Dinesh Singh, Vice Chairman, Higher Education Council, J&K; Shantmanu, Additional Chief Secretary, Higher Education Department; Vice Chancellors of various universities, senior officials, heads of institutions, faculty members, and students attended the inaugural ceremony.
