Though the AAP-led government in the state had appointed chairpersons of various Improvement Trusts last year, not even a single member could be nominated in any Improvement Trust even 16 months after the appointment of the chairpersons. The result is that no Improvement Trust seems to be functional yet.

Prominent lawyer Kashmir Singh Malhi took charge as Chairman, Phagwara Improvement Trust, on September 25 in 2023, but the Trust is yet to become functional, except for the burden of salaries of the employees. Notably, not even a single scheme of the Improvement Trust, Phagwara, has materialised as a result.
