The City-1 police today arrested two employees who had been working with the Municipal Engineering (ME) section for a long time.

FIR Registered In 2019

  • Desh Bandhu and Sunehari Pal were held in connection with an FIR registered on September 11, 2019
  • In the case, former MC president Pramil Kalani, BJP councillor and party’s urban unit president Rakesh Chhabra and his brother Naresh Chhabra were named as accused for selling a plot earmarked for developing a park at Dharam Nagari

Sources said Desh Bandhu and Sunehari Pal were held in connection with an FIR registered on September 11, 2019, in which former president of the Municipal Council (MC) Pramil Kalani, BJP councillor and party’s urban unit president Rakesh Chhabra, alias Titu, and his brother Naresh Chhabra were named as accused for selling a plot earmarked for developing a park at Dharam Nagari here.

The bail applications of Kalani and Chhabra brothers were rejected by the District and Session Court. Later, they approached the High Court which granted them interim bail. They had questioned the authorities for not taking action against the council officials in this case. The HC then directed the authorities to reinvestigate the matter.

During the reinvestigation, former Executive Officer (EO) Rajesh Sharma reportedly claimed that he took over the charge here on May 25, 2015. On the same day, the file relating to the sale of land processed allegedly by Desh Bandhu and Sunehari Pal of the ME section was put up and he was “forced” to sign the same. The incumbent EO Gurdas Singh feigned ignorance about the past proceedings and said the staff of ME branch had processed the file, he had no role in it.

Sunil Bishnoi, a resident of Dharam Nagari, had submitted a complaint to the SSP, Fazilka, on September 30, 2018, alleging that Kalani, Titu and Naresh connived to sell a 3.5-kanal plot illegally and caused a huge financial loss to the MC. DSP Rahul Bhardwaj investigated the complaint.

The matter was also taken up at higher level by Sunil Doda, a senior Advocate and resident of Dharam Nagari.
