In a latest order issued by the office of Punjab Chief Secretary, all administrative secretaries have been asked to “…ensure that notice of all meetings to be chaired by Chief Secretary, Punjab, will also be intimated by the department concerned to the Chairperson and three members of the Punjab Development Commission” (PDC).

The orders were issued by the Officer on Special Duty to Chief Secretary KAP Sinha. These orders mention that Chairperson of the PDC Seema Bansal and the three members — Shoikat Roy, Anurag Kundu and Vaibhav Maheshwari — will have to be intimated about the meetings.

Though it does not specify that these four members of the PDC, an action based think-tank, will be present in each meeting, the order clearly implies so.
