PO proceedings begin against 2 in Chandigarh grenade attack case

The NIA court has started proclamation proceedings against US-based terrorist Harpreet Singh, alias Happy Passia, and Pakistan-based terrorist Harwinder Singh, alias Rinda, in the Sector 10 grenade attack case. The court has also declared Babbar Khalsa International (BKI) terrorist Shamsher Singh, alias Sehra, as proclaimed offender (PO) in the case.

The PO proceedings have been started against the accused persons on a request of the National Investigation Agency (NIA) after submission of the reports of non-execution of non-bailable warrant against them.

After hearing of the arguments, the court said proclamation under Section 84 of the BNSS be issued qua accused Harpreet Singh and Harwinder Singh, returnable for January 29, 2026.

On September 11, 2024, a grenade was hurled at a house in Sector 10-D here. Initially, the UT police had carried out the investigation. Subsequently, the case was transferred to the NIA. As per the agency, Rohan Masih and Vishal had allegedly hurled the hand grenade at the behest of gangster-turned-terrorist Happy Passia and Rinda. The accused had hurled the grenade while sitting in an auto-rickshaw. After the attack Happy Passia allegedly claimed responsibility for the explosion, targeting a retired superintendent of police.

The NIA had filed the chargesheet in the case in March this year.
