He is currently lodged in the Dibrugarh Central Jail (Assam) under the National Security Act.
The office of the CEO, Punjab, said the commission had issued directions regarding the facilitation of voting by Amritpal. As per the prescribed procedure, postal ballots for electors in preventive detention are to be delivered only on the day of polling, and the sealed cover containing the marked postal ballot must reach the returning officer before the commencement of counting.
The commission has instructed the Ministry of Home Affairs and the Chief Secretary, Government of Assam, to ensure that the sealed cover containing the Amritpal’s postal ballot was carried by a special messenger from Dibrugarh by air, so that it reached the returning officer well before 6 pm on September 9, the scheduled date for counting of votes.
