The Local Bodies Department has simplified the procedure for granting Change of Land Use (CLU) and approval of layout and building plans.

On the pattern of Punjab Housing and Urban Development, the Local Bodies Department has designated the Commissioners in respective municipal corporations and Additional Deputy Commissioner (Urban Development) in other urban bodies as the competent authority for grant of CLU and give licence to develop a colony.

The competent authority would have to take technical advice from their senior town planner for residential and industrial projects of up to 25 acres and commercial projects of up to 2 acres. For commercial projects above 2 acres, chief town planner at the local government headquarters would give technical advice.

For layout plans, the concerned municipal commissioner and the concerned executive officer for municipal council or nagar panchayat have been designated as the competent authority.

Local Bodies Minister Dr Inder Singh Nijjar said to facilitate the general public, easing out the approvals and for decentralised working/functioning of Urban Local Bodies and to promote the delivery of citizen services at the district level, the procedures have been simplified.

Except for the cases of group housing and multiplex buildings that are referred to chief town planner, cases of hospitals/ nursing homes, marriage palaces, hotels, group housing, multiplex and shopping complexes above 500 square yards will not be referred to the chief town planner. The technical advice to the concerned competent authority would be given by the concerned senior town planner.
