The attack, which occurred shortly before 8:30am on Tuesday, September 9, is being treated as racially aggravated due to comments made by the perpetrators during the assault.
The woman was reportedly told to "go back to your own country" by the two attackers, both described as white men.
One suspect is described as heavily built with a shaved head, wearing a dark sweatshirt and gloves. The second was wearing a grey top with a silver zip.
The incident happened in a secluded area off Tame Road and has sparked significant fear and anger in the local Sikh community.
Many fear the assault may have been a targeted hate crime.
A community meeting was held at the Guru Nanak Gurdwara in Smethwick, as concerns grow that this could be part of a wider issue.
Chief Superintendent Kim Madill of Sandwell Police said: “We fully understand the distress and fear this has caused. We are working tirelessly to identify and arrest those responsible. Forensic and CCTV enquiries are ongoing, and extra patrols have been deployed to reassure the public.”
Later the same day, a second sexual assault was reported in nearby Kenrick Park, West Bromwich, around 12:15pm. That incident is also under investigation, though it is not yet clear if the two attacks are connected.
“Anyone with information is urged to contact,” said West Midlands Police.
