Chief Minister Bhagwant Mann spoke in the House, asking the opposition not to mix politics with religion. Reacting to the Congress staging a walkout, Mann said, “Don’t let them go out. Lock the House. Let us discuss Punjab.” Addressing the House, Mann said, “We had an all-party meeting on the BBMB. They said they were with the state government. The day before yesterday, we had a meeting with Jal Shakti Minister CR Patil and Haryana CM Nayab Saini. “Whenever meetings happen, officials cite history. This to me has little meeting. We have a provision that agreements will be reviewed every 25 years. Water requirements keep changing. Riparian rights are with Punjab. “Only 21 per cent canal water was used for irrigation when we took charge. Now, 63 per cent is being used. It means the water requirements were not being addressed. “River waters are allocated from May 21 one year to May 20 next year. We were writing regular letters to Haryana to make the optimal use of water but they did not bother. And when they finished their quota, they threatened to open our gates. “I have told Haryana that in case you need land for canals you will give us openings for water to Punjab farmers. BBMB is a white elephant, 60 per cent of the expenditure is being incurred by Punjab.”
