Even as the state government issued a notification to abolish NOCs for sale of properties, no registration has been done without an NOC in the district. Revenue officials claim that technical issues in the law need to be amended before it is implemented. The state government had enacted the Punjab Apartment and Property Regulation (Amendment) Act, 2024 to provide relief to the common man and plot holders and also to meet the demands of colonisers and property consultants, but there has been no relief.

An 11-member delegation of Punjab Real Estate Dealers and Colonisers Association met Amritsar Deputy Commissioner Sakshi Sawhney and District Revenue Officer Navkirat Singh Randhawa in this regard. The DC stated that due to shortcomings in the amended law, it was difficult to implement it and a written notice has been sent to senior government officials. Registration without an NOC will be able to start after the amendments, she said.

Sanjeev Rampal, convener, Punjab Real Estate Dealers and Colonisers Association, said if the government has passed a law that provides relief to the people of the state, then it is the duty of the officials to implement it immediately. If there is any mistake or an amendment is required in the notification, then it should be taken up soon and the law implemented properly so that plot holders who have been suffering from harassment in the name of NOC for a long time, can benefit.

Rampal appealed to Punjab government to issue a new notification by November 25 and also warned that if the government does not issue a new amended notification by then, they will be forced to intensify their struggle in public interest by climbing a water tank and tear copies of the notification.
