With restructuring of police, city gets 3 DCPs, 7 ADCPs

In order to strengthen the police investigation process, the Punjab Police have reorganised its structure and created new posts under the Punjab Bureau of Investigations. Under this, the city police would now have three deputy commissioners of police (DCP) with the creation of DCP (operation and security) post.

Similarly, it has now seven additional deputy commissioners of police (ADCP) with the creation of new posts of ADCP (Punjab Bureau of Investigation), ADCP (special) and ADCP (operation and security). Besides, the city police have 10 assistant commissioners of police (ACP)-rank officials with the addition of the post of ACP (investigations), ACP (security and crime against women) and ACP (special).

It is evident to mention here that it was the order of the apex court in July 2014 which directed the state government for separation of investigative and law and order functions. The step was to reduce the burden of the police and bring in qualitative reforms for better criminal-judicial system. However, though the SAD-BJP government announced the same in 2015, but it failed to implement the orders.

Capt Amarinder Singh, immediately after taking over as Chief Minister, Punjab, had announced the same (two separate wings) as part of the police reforms. The state government had earlier this year given its nod to the creation of 4,521 posts for the Bureau of Investigations.

Police Commissioner SS Srivastava said that the new police posts, created under the Bureau of Investigations, would definitely help in strengthening the criminal-judicial system.

The holy city witness frequent movements of VIPs and VVIPs. A heavy police force is used for providing security cover to these VIPs and VVIPs. Due to this, investigations in many cases get hampered or delayed.

“The creation of new posts and officers at these posts have been helping the police in proper investigation in the criminal cases and even help in cracking many cases. The police managed to nab the notorious criminals in the recent past,” said the police commissioner. He said the officials under the Bureau of Investigations would focus on heinous and serious crimes. They would investigate the same in a professional manner with the assistant of legal and forensic support staff in order to nail the perpetrators of crime. They should probe the cases in a time-bound manner.

“The focus will be to not let criminals go free because of lack of evidence, thereby increasing the conviction rate,” said Srivastava.
