Irregularities found in working of Archarya Jal Mal Jain Gaushala

Various irregularities have been pointed out in the working of Acharya Jai Mal Jain Gaushala, located on the Gill Pati road, in an inquiry report prepared by the joint director, animal husbandry, Punjab. In the report sent to the Animal Welfare Board India (AWBI), it was stated that the components were not built according to approved plan for which the grant was taken from the AWBI.

In the report, it was stated that only one ‘’Turhi’’ shed measuring 106’’x55’’x20’’ was built with the grant released by the Animal Welfare Board India. No in-house dispensary was built at the proposed site. Cow shed measuring 150’’x30’’ earmarked in the site plan at the centre of the gaushala was not built. Funds received from the AWBI for the cow shed, ambulance, dispensary and water tank were not used according to approved plan.

Even an old trolley giving an ambulance look was there which was not in working condition. An enclosure was made on the trolley in which a few first aid medicines were kept. No tractor was seen there to carry the said trolley.

It is also stated that the committee might have used the amount of grant-in aid for other purposes for the welfare of cows in the gaushalas, but the committee should not have changed the site without the prior approval of the board as per the terms and conditions for getting grant-in aid from the Animal Welfare Board India, Chennai.

Even, it is also stated in the report that verification of records was not done due to non-availability of records with the present committee.

The gaushala has received a grant of Rs 3 lakh for the construction of a dispensary, Rs 79,226 for the purchase of medical equipment, Rs 13 lakh for the construction of two cow sheds, Rs 1.75 lakh for the construction of drains and Rs 4.5 lakh for the purchase of ambulance.

Satya Narain, a resident of Bathinda, had lodged a complainant with the Animal Welfare Board, Chennai, alleging the embezzlement of grants by the Acharya Jaimal Jain Gaushala in March 2015, after which the inquiry was started.

While talking to Bathinda Tribune, Satya Narian and Bimal Jain, said the case was very clear from the starting of the inquiry, but the justice and action in this case was intentionally delayed by the accused due to its malafide intentions. All the reports received through different departments during the interrogation of the case prove the embezzlement of funds by the gaushala management. They demand that strict action should be initiated against the accused as justice has already been delayed.
