The Police Pensioner Welfare Association, Bathinda, have demanded a CBIprobe into the Punjab Police Housing Multipurpose Welfare Society Limited, Bathinda, funds. The sociery is constructing the residential police colony over 108 acres on the outskirts of Kotshamir village.
Sukhdev Singh, president of the association, alleged that the DGP, Human Rights, Rajinder Singh, along with two retired officials, have not shown any interest in developing the society and instead had received commercial gains in association with contractor Bansal and Brothers and embezzled the society funds.
He also alleged that on the directions of DGP Rajinder Singh, Rs 1.89 crore was given to Bansal and Brothers in advance to develop the colony.
As per directions of Rajinder Singh, an agreement was also signed with the contractor on June 15, 2012, but no tender was floated in any newspaper, which is in violation of the norms. On the same pattern, even Bus Atwal Architect and Design Consultant was given Rs 30 lakh.
He also alleged that Bansal and Brothers sent a bill amounting to Rs 1.42 crore to the police society, on which the society decided to check the work of the contractor. After the checking, it was found that the work was incomplete and was of low quality and the society had written many letters to the contractor. The contractor was also asked to deposit Rs 50 Lakh back into the account of the society but he didn’t reply.
Irked over this, the society cancelled the EMU on August 8, 2104 and it was all put on record in the resolutions of the society. On August 30, 2014, a new body of the society was elected and within 15 days a general body meeting was called, in which only three office-bearers of the society Harpal Singh, Jaswinder Pal Sharma and Babu Singh, out of total five reached and a decision was taken that the society should not be developed as 10 years have passed since they had bought the land and no development had taken place.
Even then levelling of the land was given to new contractor MS Mokha firm and Rs 20 lakh was paid for it. After the work started, DGP Rajinder Singh wrote a DO to the Deputy Registrar to stop the work of the society. Later, two office-bearers of the society, Jagdish Kumar Mittal and Rajinder Anand, wrote a letter to the Registrar, Coopertaive Society to inquire into the issue.
He also said that to pressurise three office- bearers of the society, Harpal Singh, Jaswinder Pal Sharma and Babu Singh, on the directions of police official, contractors have registered a false case against the office-bearers so that they could not expose the wrong doings of the senior police officials.
When DGP Rajinder Singh was contacted over phone on the issue, refuting these allegations, he said new committee officials were wrongly blaming him. He said all record of the money given to the contractors was mentioned in the society resolutions and he was continuously telling the newly formed committee that if the contractor had not done the work properly then we should properly follow the norms written in the agreement, according to which, they should first put a arbitrator and then if still issue is not resolve then we should go to court, but ignoring his advice, they cancelled his contract, which is itself against the norms of the agreement.
He further said that even they had given the contract to new contractors and had paid Rs 20 lakh and were also ready to pay Rs 19 lakh more but he stopped it.
He also said the decisions were taken when two of the office-bearers were not present at the meeting. He further stated that he was ready for any probe into the issue.
