Haryana’s Logistics, Warehousing and Retail Policy likely today

Haryana is likely to emerge as a preferred logistics hub on the lines of Mumbai and Bengaluru, as the Logistics, Warehousing and Retail Policy conceptualised by the government last year, would be placed before the state Cabinet tomorrow for approval. The state is targeting to attract investment in the logistics sector, especially along the Eastern Peripheral Expressway and Western Peripheral Expressway — also called KMP Expressway.  

The policy aims at creating multi-modal logistics and warehousing infrastructure and would largely focus on regulatory simplification, fiscal incentives and infrastructure augmentation.

“The policy will be placed before the Cabinet for approval tomorrow. The draft of the policy was introduced last year,” said Haryana Chief Minister Manohar Lal Khattar’s media adviser Rajiv Jain. The policy is aimed at attracting private investment as well as investment in Public-Private Partnership (PPP) mode.

The state enjoys locational advantage because of its proximity to economic corridors, SEZs, investment regions and big ticket infrastructure projects with both — eastern and western freight corridors and several industrial corridors passing through the state. 

The state has over 60% of its area under Delhi-Mumbai Industrial Corridor (DMIC) covering major districts such as Faridabad, Palwal, Rewari, Hisar, Sonepat, Manesar, Gurugram and sizeable confluence of Amritsar-Kolkata Industrial Corridor (AKIC), resulting in increased demand for advanced logistics mainly container traffic, bulk and break-bulk cargo. 

Also, the Kundli-Manesar-Palwal Expressway and the Integrated Multi Modal Logistics Park at Bawal (spread over 1,200 acres) will result in large-scale development of logistics and warehousing infrastructure. The 1-km stretch on both sides of the KMP Expressway will be declared as an investment zone.

Also, the proposed Faridabad-Palwal Industrial Area (DMIC) is located in close proximity to the Western Dedicated Freight Corridor at Dadri, as a result of which setting up of logistics units in Gurugram-Faridabad belt which is contiguous to Western Dedicated Freight Corridor (DFC) is expected in coming years.

Another upcoming economic corridor within the state is Delhi-Hisar-Sirsa, which is expected to connect the KMP Expressway with Mumbai and provide a more seamless cross-border movement to Punjab, said an official.

“In addition to this, the state is also coming up with a logistics hub spread over 1,100 acres at Narnaul, touted as North India’s largest logistics hub. Besides this, an aviation hub comprising a domestic airport and fixed base operations (FBO) will be started as part of the establishment of the maintenance, repair and overhaul (MRO) workshop at Hisar spread over 4,200 acres,” said Ashok Sangwan, Director-Industries and Adviser-Civil Aviation, Haryana.
