CAT: Decide petitioner’s plea before holding DPC

The Central Administrative Tribunal (CAT) today asked the UT Director of Higher Education to decide the representation of petitioner Manjeet Brar, by passing a speaking order within one month, before convening the Departmental Promotion Committee (DPC) for promotion of city college principals.

Brar is the officiating principal of GCCBA-50 and senior to BP Yadav, the officiating principal of PGGC-46. However, the department had considered Yadav over her and was not responding to her representation.

Brar thus filed a petition in CAT last month that the department was not ready to listen to her and was favouring others. The petition mentions that the department is doing so to accommodate juniors “as they are retiring soon (i.e on July 31, 2017)”. As per information, Yadav is retiring on July 31. The petition also says, “... department is sitting over the matter even after passing of almost a month and is playing this mischief just to favour certain employees.”

Brar is the officiating principal at GCCBA-50 since 2009. She had joined as a lecturer in 1982, while Yadav joined in 1983. The department had also excluded his service from 1995-97, thus his experience is three years lesser than Brar. However, the name of Yadav was sent for the upcoming DPC and Brar was not included. Chandigarh Tribune had yesterday highlighted how BP Yadav was being preferred by the department.
