Residents possessing corner plots have a reason to cheer as the Haryana Shehri Vikas Pradhikaran (HSVP) has decided to allow plot owners to develop incidental open spaces into parks or kitchen gardens.

However, plot owners have to pay 50 per cent of the reserve price of the plot. Earlier, the owners could not develop these incidental spaces as anti-encroachment officials would destroy plants by terming the same as encroachment.

In May 2018, the HSVP issued policy guidelines containing detailed terms and conditions for the allotment of incidental open spaces to allottees of corner plots. As there was no mention of the rates to be charged from the allottees, the estate agency charged the rates as per the current reserve price as a general practice. As the rates were too high, the allottees could not apply for the same.

The allottees made representation to charge nominal rate for incidental open spaces as the area was to be used just for lawns and not for construction purposes.

Ashutosh Rajan, Estate Officer, HSVP, said they have received the approval from the Chief Minister in this regard and they have decided to allot incidental open spaces to corner house allottees.

He said the allottees would have to apply for the same and could develop open spaces only for developing a park or kitchen garden.
