Adapted and directed by Vivek Roy Khanna and Gurjant Singh from  O'Henry's  popular story  " The Cop and The Anthem" the play sans a conventional story line was built on fragmented experiences of an unemployed graduate , Soapy. Constrained to live in a street, Soapy, otherwise energetic and full of life made several unsuccessful attempts to commit offences with a view to create circumstances so as to be lodged in a jail to make his both ends meet on jail expenses. The situations led to rustic but continued comedy spells which kept the fully packed hall in good humour.       However play turns serious as soapy stumbles upon a church service and gets transformed with a change of mind  and he  resolves to turn his life around. Theme related filmy songs played in background provided amuse. Vivek Roy Khanna (Soapy) and Gurjant Singh (Narrator) were convincing.

Festival director Baninder Bunny welcomed chief guest Balkar Singh Sidhu, TV actor Bal Mukand Sharma and others lighted the traditional lamp.
