In a first, the Education Department has recommended 1,143 Class VIII students from 93 government schools for improvement.

A total of 89,318 students had taken the Class VIII exams. There is a provision for one-month remedial classes for students who are recommended for improvement. Earlier, in view of the no-detention policy, the students who performed poorly in Class VIII were given grace marks and promoted to Class IX.

The move is in line with the Right of Children to Free and Compulsory Education (Amendment) Act, 2019, which was passed by Parliament earlier this year. The new Bill introduces an amendment to Section 16 of the RTE Act by allowing regular examination for the Class V and VIII students at the end of every academic year.

However, the department did not detain any student in Class VIII as the UT detention policy is yet to get approval from the Ministry of Human Resource Development (MHRD). The Class VIII students will be assessed after being given remedial classes if the MHRD approves the detention policy.

According to the recommendation for the UT detention policy, a student who has passed in all subjects except one out of mathematics, science, social science and one language out of English, Hindi, Punjabi, but has obtained minimum 25 per cent marks in the subject/language in which he/she is failing shall be granted a chance for re-examination in the subject/language within one month from the date of the declaration of the result.

Another chance for 3,976 pupils

The Education Department has decided to give another chance to 1,892 Class IX students and 2,084 Class XI students, who had got compartment. The students will be provided with remedial classes and a re-exam will be conducted in one month. Students will be held back if they fail to clear the re-examination, confirms Education Secretary BL Sharma. This year, 5,984 students — 1,984 more than the last year — failed in Class IX and XI. There is a decrease in the pass percentage — from 72.23 per cent in 2017-18 to 55.05 per cent in 2018-19.
