MC frames bylaws to monitor plying of rickshaws, push-carts

For the first time, the Municipal Corporation (MC), Chandigarh, has framed bylaws to put restrictions on the movement of cyclists, rickshaw-pullers and push-carts. The bylaws have been framed with an aim to reduce accidents. Sources said the MC has sent the bylaws to the Local Government Department for notification.

Notably, the issue has been pending for long. Sources said Municipal Commissoner KK Yadav took the initiative and asked MC officials to frame the bylaws. Under these, the registration of rickshaws and push-carts has been made mandatory. Under these rules, to promote the use of cycles, barring some movement restrictions, others provisions won’t be applicable on cyclists. However, children below 10 years of age won’t be allowed to use cycle.

Owners of rickshaws and push-carts will be issued licences. These will ply on cycle tracks. The rules also restrict the number of persons that can be carried by a rickshaw. As per new rules, these can be parked only at designated places. Only bonafide city residents, who are above 18 years of age, will be allowed to ply rickshaws and push-carts. As per the rules, a rickshaw and rehri can carry the maximum weight of 150 kg.

These should have a bell and reflectors on the front and rear side. These will have a registration number plate and two side mirrors. Licence holders will also have to follow traffic rules. The police have been given the power to impound these for violation of traffic rules. The violators will be charged Rs 300 for first offence, Rs 400 for the second and Rs 500 for the third offence.
