Now, self-certify residential,industrial building plans in UT

The UT Administration has extended the self-certification scheme for approval of building plans to residential as well as industrial properties. Earlier, the scheme was available for commercial properties only.
Sources said UT Administrator VP Singh Badnore had granted approval to the scheme finalised by the Department of Urban Planning. The scheme would be notified soon, the sources added. Once the scheme is notified, self-certification will become mandatory for residential and industrial building plans submitted for approval, as it is done in the case of commercial properties.
Under the scheme, the owners of plots measuring up to 2 kanal could start construction of the house/industry within 15 days of submitting the plan certified by a registered architect, sources said. They would no longer require a building plan approved by the building branch of the Estate Office to go ahead with construction.
The scheme will benefit the owners of the over 2 lakh houses as they will no longer be at the mercy of Estate Office officials for getting building plans approved.
At present, getting a building plan approved is a challenging job for applicants as the process requires a lot of formalities.
Architects will submit their plans certifying that these conform to the Building Rules, including zoning and architectural controls, giving 15 days notice to the competent authority for granting approval. The construction can be started as per the plan submitted to the Estate Office after the period of notice ends in case the competent authority does not convey any objection to the applicant.
The Estate Officer will have the power to check the construction of the building at any time. In case any violation was noticed, action would be taken against the owner. There is a provision to blacklist the architect if it is found that he concealed facts or gave wrong information while submitting plan.
The scheme
