The Chandigarh District Council of Punjab and Chandigarh College Teachers Union (PCCTU) protested against the Chandigarh Administration over denial of PhD increments to assistant professors on Thursday at DAV College.
The University Grants Commission (UGC) has categorically clarified that no non-compounded increments will be paid to those who were enrolled in PhD before 2009. Those who did PhDs before joining service are seeking five increments and those who did doctorate while in service are seeking three increments.
The UGC has stated that those teachers who have not done PhDs by following the process of admission, registration, course work and external evaluation as prescribed by the UGC Regulations, 2010, effective from July 11, 2009, could not be granted increments.
The assistant professors of PU are also suffering because of this, but those in colleges were earlier granted the increments. But after audit objection, it is being taken back from them.
“The college teachers are also being denied their due increment while moving from one academic grade pay to the next. The issues which are clearly backed by the rules of central government and court judgments are not being resolved, giving an impression as if the Chandigarh Administration is not addressing the grievances of college teachers,” said the press statement of college teachers. “The apathetic attitude of Chandigarh Administration, particularly the Audit Wing, has forced teachers to adopt the path of agitation,” added the statement. — TNS
