In a relief to thousands of residents, the Chandigarh Administration has decided to simplify the policy for the transfer of flats of cooperative societies situated in southern sectors.
Sources said various issues related to the transfer of flats were discussed at a high-level meeting of officers, chaired by UT Adviser Parimal Rai on Thursday. Finance Secretary Ajoy Kumar Sinha, Deputy Commissioner Ajit Balaji Joshi, MC Commissioner KK Yadav and officials of the Department of Cooperation attended the meeting.
The sources said the policy was being simplified as the Administration had received various representations from members, who termed the current rules “cumbersome”. The decisions taken at the meeting would be implemented after getting the nod of UT Administrator VP Singh Badnore.
Recently, the Registrar, Cooperative Society, had sought a clarification from the Administration over the transfer policy announced by it on February 5, 2016. The sources said the issues of transfer of flats of GPA holders and fixing the transfer fee were also discussed. Members were of the view that the transfer of flats could be allowed in cases where the GPA was executed before the order of the Supreme Court, issued on October 11, 2011, which termed the transaction illegal.
Thousands of people are living in more than 10,000 flats of group housing societies in southern areas (Sector 48 to 51). The flats have been constructed on land allotted by the Chandigarh Housing Board. The flats of societies have been sold many times under the transfer policies notified by the Administration from time to time. The last transfer policy was announced in 2016. Under the procedure, sale/purchase was allowed on the basis of a conveyance deed, which had to be executed on the payment of the stamp duty at the prevailing collector rate and after getting a no-objection certificate from the society concerned.
