The project completion certificate issued by Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC) to various plot allottees for setting up industrial units in Bahadurgarh town, located on the border of Delhi and Haryana, has come under the scanner.
Taking a serious note of a complaint, the Chief Minister Flying Squad has started a probe into the matter to find out the veracity.
It had also written to the HSIIDC authority for providing an officer to be included in the inquiry panel to assist the investigation officials, sources said.
According to sources, the complaint has raised a question mark over the issuance of ‘project completion certificate’ to some such allottees, who have not started production even after passing of the prescribed period.
According to complaint, certificate should have not been issued without initiating the production.
RN Khan, Additional General Manager, HSIIDC, said: “There are two schemes in the policy to obtain project completion certificate from the authority. Firstly, after starting the production with installation of machinery, and secondly, after making 125 per cent construction in the permissible covered area of the industrial plot. The allottees need not do any production in the second scheme.”
He ratified that the CM flying squad was making an inquiry into the matter following a complaint in this context.
“We have recently received a letter from the CM Flying Squad seeking services of a HSIIDC officer having the knowledge of policies and procedures adopted for allotment of plots for establishing industrial units,” said Khan.
He maintained the letter had been sent to the personal and administration division of the HSIIDC for deputation of an officer to meet the requirement of the CM Flying Squad for the inquiry.
Mahavir Singh, Vigilance Officer of HSIIDC, said: “I have learnt that the CM Flying Squad is carrying out investigation into the matter, but no official information has yet been received in this regard.”
