Ex-staffer to protest pension anomalies

Four times elected representative of non-teaching employees in the Executive Council Chaudhry Waryam Singh Bains, who retired after serving Himachal Pradesh University (HPU) for 42 years on November 30, will sit on a dharna on December 9 at the HPU to draw the attention of the authorities on the issues of anomalies in pension payment orders (PPO).

“I have received the PPO, but secretariat pay has not been included and in case the error is not rectified by December 9 next, I will be forced to sit on a strike,” he said.

“Superannuating university employees are not being paid retirement benefits like gratuity, leave encashment, commutation and arrears and a large number of employees who retired during the past three years are yet to get their full dues and before launching a NGO for social cause, it is my duty to address the grievances of my fellow colleagues,” he added.

Vice Chancellor of HPU ADN Bajpai presented a citation to Singh on his retirement day in appreciation of his service and said he had been the most popular employee of the university, but the unfortunately secretariat pay was not included in his PPO.

Pointing out that the retirement benefits were not paid for months together resulting in mental harassment, he said issues of non-payment of leave encashment, gratuity, commutation and arrears was a major issue which must be sorted out before the employees demit office.

Before his retirement, Waryam Singh had written a letter to the university authorities and the Chief Minister stating that “I have served the institution for almost 42 years and in case the pension payment orders are not in consonance with the relevant instructions, decisions and rules, it will be illogical, immoral and totally unjustified."

Cautioning the university authorities against delay in issuance of rectified PPO, he had threatened to resort to “Gandhigiri”, hunger strike and fast unto death for seeking justice.
