The Haryana Lokayukta has asked the DGP to look into a complaint submitted by PP Kapoor, an RTI activist, regarding the Haryana Urban Development Authority (HUDA) plot allotment scam in Panipat.

The complainant alleged several industrialists fraudulently got allotted HUDA plots meant for labourers.

In his complaint, Kapoor said HUDA had offered 897 freehold residential plots to industrial workers at Sector 25 (part 2) in Panipat under a special welfare scheme floated in 2001.

The plots were allotted in 2002, but the RTI petition exposed that in 2008 several plots were allotted to “ineligible” individuals.

Several ineligible persons were allotted plots and some of them were allotted more than one plot in violation of the HUDA rules, he alleged.

In its direction (a copy of which is with The Tribune) issued this month, the Lokayukta asked the DGP to furnish his report within 45 days to proceed further in the matter, as the complaint is to be disposed of in one year as per law.

Kapoor submitted his complaint to the Lokayukta June 26. Subsequently, the Lokayukta asked the Additional Chief Secretary of the Home Department on September 3 last year to look into the matter and furnish his report within 45 days. As no report has been submitted so far, the Lokayukta has written to the DGP to get the issue probed.
