The Town Vending Committee (TVC) of the Chandigarh Municipal Corporation has proposed heavy penalty on vendors for carrying out unauthorised street vending in the city.
As per the proposal, the MC will impose a penalty of Rs 15,000 for carrying out unauthorised vending, along with the seizure of goods. The committee has also proposed that the seized goods will not be returned. The seized perishable goods will be donated to social organisations and non-perishable goods will be auctioned by the civic body.
Besides, the committee has also proposed Rs 500 as challan amount for first violation, Rs 1,000 for second violation and Rs 2,000 for third violation. The committee proposed the MC will suspend licence of the vendors at the time of third violation.
The committee proposed Rs 3,000 for re-registration of street vendors after cancellation due to violations.
To check the authenticity of the street vendors’ survey conducted by the Haryana Nav Yuvak Kala Sangam under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act-2014, MC Commissioner B Purushartha had already ordered re-verification of the survey.
The agency had identified 21, 621 vendors during the survey. The commissioner had ordered to verify 100 per cent vendors in Sectors 7, 15, 19, 20, 22, 35, 45, 53 and Mani Majra. Besides, the Commissioner ordered to verify 15 per cent vendors in other areas.
The proposal
As per the proposal, the MC will impose a penalty of Rs 15,000 for carrying out unauthorised vending, along with the seizure of goods. The committee has also proposed that the seized goods will not be returned. The seized perishable goods will be donated to social organisations and non-perishable goods will be auctioned by the civic body.
What survey states
As per the survey by the agency, Dhanas has maximum vendors (2,053), followed by Sector 26 (2,026). Other areas were Mani Majra (1,485), Mauli Jagran (1,365), Sector 22 (1,813), Sector 38 West (632), Sector 45 (613) and Sector 17 have 1,074 vendors.
What rules say
According to a 2011 survey, there were 7,500 vendors in the city. As per the rules, there can be a maximum of 25,000 licensed vendors in the city.
Licences to street vendors
The MC has planned to start issuing licences to street vendors in a month or two. In the first phase, licences will be issued to the vendors of Ward No. 17 (consisting of Sectors 18, 19 and 21). The ward is presently represented by Mayor and BJP councillor Asha Kumari Jaswal.
