After saying no to the revised building plan, the Plan Approval Committee of the Estate Office has also refused to sanction the completion certificate to the controversial Uppal Housing Project at Mani Majra and asked the firm for additional information regarding the changes made in each flat.
Sources said the Uppal Housing applied for the completion certificate after constructing houses according to the revised plan submitted in 2010.
Sources said an internal report of the building branch of the Estate Office has also found additional construction made by occupants of the flats.Earlier, the project management had got the completion certificate in 2010 on the basis of the old plan. But as per the condition imposed it has to get the completion certificate afresh on the basis of the revised plan.
Sources in the Estate Office said that the plan approval committee was not satisfied and refused to sanction the completion certificate in the meeting held recently. The committee members wanted to check the reality on the ground before taking any decision. Sources said that any decision regarding the completion certificate in future depended on the reply supplied by the management of the housing project.
Sources said the Uppal Housing project recently submitted a revised building plan to the Plan Approval Committee after relocating some of the EWS flats as required under the provision but it was also not sanctioned.
Project embroiled in controversy
The housing project has courted controversy since its beginning for various reasons. Congress, BJP and nominated councillors along with the Mayor met UT Adviser Parimal Rai on Monday and demanded probe and action against erring officials. BJP councillor Satinder Singh, earlier demanded a probe by a sitting Judge into the irregularities in allotting the land and further sale of flats. He also sought the status of EWS flats in the project at Mani Majra. Under the terms and condition for allotment of land, the real estate firm has to construct certain numbers of houses for the economically weaker sections. Delhi-based Uppal Housing Project Company purchased the plot of 5.39 acre in 2005, in an open auction for Rs 108 crore and constructed high-end flats.
