Chandigarh, October 21
Chief Judicial Magistrate Akshdeep Mahajan today framed charges against two persons for selling a SCF to a Sector 7 resident despite the property having been resumed by the UT Estate Office when the deal was struck.
Both Kulwant Singh Dhillon, a resident of Sunny Enclave, Kharar, and Avtar Singh have been charged under Section 420 of the IPC.
The Economic Offences Wing of the UT police arrested Dhillon in June last year. He had taken Rs 45 lakh from the complainant, Inderjit Singh, and refused to transfer the property in his name or return the amount.
Dhillon had approached Inderjit in November 2007 for the sale of the property, which was originally in the name of Avtar Singh, a resident of Ambala. He claimed to be the agreement holder of the property.
The deal was struck at Rs 1.75 crore and the complainant paid Rs 45 lakh. Inderjit was assured the property would be transferred in his name. However, Dhillon dilly-dallied.
Later, the complainant learnt that the property could not be transferred as a case for cancellation of resumption was going on in the Punjab and Haryana High Court.
The High Court, in November 2012, cancelled the resumption order and transferred the property back to Avtar Singh. Inderjit again approached Dhillon in a hope that he would get the SCF. But Dhillon and Avtar refused to transfer the property in his name.
A police complaint was filed and a case registered.
Avtar was also found to be involved in the case. — TNS
