Review Gulati case, CAT tells Centre

The Central Administrative Tribunal (CAT) has directed the Centre to conduct a special review for empanelment of IAS officer Sunil Kumar Gulati as Joint Secretary or Additional Secretary taking into consideration his ACRs and grading as they exist.

This review will be carried out within three months from the date of order. The applicant is a 1984-batch IAS officer of the Haryana cadre.

He had filed an application to seek empanelment as Joint Secretary or Additional Secretary with the Government of India, which he had been denied during the initial process of empanelment in 2005, followed by first review in 2008 and second in 2010.

He claimed that he had been unsuccessful in getting empaneled on account of below benchmark Annual Confidential Report (ACR) grading for 1991-92, 1992-93 and part of 1994-95.

IAS officer Sunil Kumar Gulati sought quashing of the order dated March 29, 2013, whereby representation for review or upgrade of the Annual Confidential Reports for 1991-92, 1992-93 and 1994-95 was rejected.
