WCD Director gets DCW notice on ‘one-stop centres’

The Delhi Commission for Women (DCW) has sought to know from the city government’s Women and Child Development (WCD) department the status of implementation of the decision to set up “one-stop centres” in all 11 districts of the Capital to help women who have been victims of gender-based crimes.

In this regard, DCW Chairperson Swati Jaihind has issued a notice to the Director of the WCD after the Commission was informed by the Union Ministry of Women and Child Development that there has been “no further action” after the Union Ministry’s request last September to the city government’s department for a “detailed proposal”.

“The setting up of one-stop centres in Delhi is extremely important for there are six rape cases being reported in Delhi every day. Enabling infrastructure is crucial to minimise the struggle of a victim,” said Jaihind.

“Please provide the status of the implementation of the above-mentioned decision of the CM and Union Minister of Women and Child Development to the Commission at the earliest,” the DCW said.

The Commission said a decision for setting up of 11 one-stop centers (OSCs) was taken in a joint meeting of the Chief Minister and the Union Minister of Women and Child Development.

It was also decided that the DCW will run the OSCs as per the minutes issued by the office of the Chief Minister dated on September 9 last year. Necessary approvals were supposed to be taken by the Government of NCT of Delhi and funds shall be provided by Government of India, said an official.

In this regard, the Ministry of Women and Child Development then requested a detailed proposal from the Delhi government on September 19, 2016 in a letter addressed to the Principal Secretary, Department of Women and Child Development and Social Welfare, GNCTD, but a response in this regard is still awaited.
