Mussoorie, May 22
Union Urban Development Minister Venkaiah Naidu, speaking on the sidelines of a function in Mussoorie, said that “it is unfair and unjust to say that the government is reducing allocation to the states”.
On the contrary, the Narendra Modi government had transferred 42 per cent of the Central revenue to the state, including Uttarakhand, said Naidu. He said the Central government was committed to giving more revenue to the states. Naidu said that the Prime Minister Narender Modi believed in purposeful federalism and aired his view that the Centre was ready to work in tandem with the states in the form of Team India for speedy development in the country. He said that the states were nothing without the Centre and the Centre was nothing without states.
Naidu said that the people should remember that Modi government came to power when the economy of the country was in derailed condition. He said that there was trust deficit, revenue and fiscal deficit, trade and current account deficit and above all leadership deficit but the Modi government had worked hard in one year in winning back the trust of the world that is ready to invest in the country.
Naidu said that the Modi government was ready to assist states after bringing the economy of the country back on track.
Naidu asserted that the NDA government through the Jan Dhan Yojna, Jan Beema Yojna, Jan Suraksha Yojna, Atal pension Yojna has brought social security system that was only heard in the America and England.
He said the Modi government was working towards financial inclusion by bringing schemes for villagers, women, poor, farmers, workers and youth in the country.
The Modi government had introduced Mudra bank for providing financial assistance for people interesting in setting up small-scale cottage industries.
Naidu said he had increased the compensation to the people suffering due to disaster. Speaking on the death of farmers due to damage of the crops, he said that it is due to the faulty policies of the previous Congress government and it is evident by the fact that 1.6 lakh farmers had committed suicide in the past 10 years. “The Modi government is working to make agriculture beneficial for farmers by bringing in Krishi Beema Yojna, Krishi Sichai Yojna and lowering the interest rates for the farmers,” he added.
He said that the Congress government which had done nothing in the past 50 years when it was in power right from panchayat to the Central level and was asking questions from Modi government that had been in power for only one year was uncalled for.
Naidu said the aspirations of the people had risen in the country with the coming of Modi government and the government was working towards fulfilling those aspirations.
He said the biggest achievement of the Modi government was that it had completed its one year without any charge of corruption.
He said the government was working towards formulating a separate ministry for Himalayan states.
States to decide royalty
The Narendra Modi government has left it to state governments to determine royalty on their own and that is the reason states have been made equal partners in NITI Ayog. They can decide their own course.
There was trust deficit, revenue and fiscal deficit, and above all leadership deficit. The NDA government has worked hard in one year and won back the trust of the world that is ready to invest in India.
The Centre has made arrangements of giving 10 per cent from Central funds to the states for local bodies. States should implement 74th and 73rd amendments in to give more power to local bodies.
IAS officers can help foster good governance: Minister
Mussoorie: Administrative officers should act as a bridge between state and Central governments to foster good governance culture in the country. Union Urban Development Minister Venkaiah Naidu said this while addressing IAS officers on the conclusion of the phase IV mid-career training programme at the Lal Bahadur Shastri National Academy for Administration (LBSNAA) in Mussoorie on Friday.
He said IAS officers should ensure that various programmes being run by the Central government were implemented at the grass-roots level.
Later, Naidu inaugurated a newly constructed girls’ hostel at Central School for Tibetans (CST) in Happy Valley. He inspected a dormitory, a dining hall and a pantry at the hostel. He laid down on a bed in the dormitory for a brief moment to check the quality of the mattresses and found it to be of an excellent quality. He commended the CPWD for quality construction work at the hostel. The phase IV is a seven-week programme focusing on public policy to prepare IAS officers for transitioning from implementation role to policy making, both at the state and federal levels. — (Ajay Ramola)
Need to sink political differences for development
Dehradun: Venkaiah Naidu said irrespective of different political ideologies all political parties need to sink their differences and work together as Team India for initiating development.
“Once the elections are over, all political parties should bury their differences and take forward the agenda of development in the manner of Team India,” said Naidu while laying the foundation stone of the regional office building of the Housing and Urban Development Corporation (HUDCO).
The minister said he was committed to devolving more powers to urban local bodies and his ministry would work hard to provide houses in new emerging urban areas. Chief Minister Harish Rawat asked for the Central government assistance in providing housing for all, building smart cities and tackling the problem of rapid urbanisation and rising slums in several cities. — TNS
