With no CIC, RTI appeals pile up

The post of Chief Information Commissioner (CIC) is lying vacant for the last one year giving rise to pending appeals.
Last Chief Information Commissioner NS Napalchayal was appointed in 2010 and retired in April 2015, after completing his tenure.
Information Commissioner Rajinder Kotiyal having been given the temporary charge of general superintendence and management of the Uttarakhand Information Commission until the appointment of a new Chief Information Commissioner.
As of now the Commission has just two Information Commissioners. Information Commissioner Surinder Singh Rawat was appointed in 2014, while Kotiyal was appointed in 2013.
According to the RTI Act, 2005, the Uttarakhand Information Commission can appoint around 10 Information Commissioners and one Chief Information Commissioner.
An RTI activist Bhupinder Kumar has written to the Governor raising concern over the delay in hearing of cases. He has said the functioning of the Commission has been badly affected in the absence of CIC.—TNS
