Implementation of National Rural Livelihoods Mission poor in state

The implementation of the National Rural Livelihoods Mission (NRLM) continued to be poor in J&K as the self-help group (SHG) bank linkage is less than 20 per cent of the credit target set for the financial year 2014-15, according to a recent report of the Ministry of Rural Development.

In order to ensure achievement of the target for SHG credit linkage during 2014-15, the Central ministry has asked the state to prepare a district-wise, block-wise, bank-wise and branch-wise plan for the renewal and enhancement of the cash credit limit (CCL) wherever applicable and sponsoring of SHG loan application forms.

“There is a need to ensure disbursal of loan amount to SHGs for the renewed CCL accounts, monitor preparation and submission of SHG loan application to banks, sanction and disbursal of the loan applications by banks, capacity building of staff, including community cadres, on SHG bank linkage,” a statement said.

The Ministry of Rural Development suggested establishment of community-based recovery mechanism (CBRM) in all banks branched in resource and intensive blocks. Further, the state authorities are also advised to monitor achievement of SHG bank linkage and NPA through SHG bank linkage portal on a monthly basis.

“It is required to rectify the divergence between number of SHGs in resource and intensive blocks reported in monthly progress report (MPR) and the number of profiles of SHGs from the relevant blocks uploaded on the NRLM portal. From financial year 2015-16 onwards, all basic data relating to SHGs would be sourced directly from the SHG profile database on the NRLM portal,” the Ministry of Rural Development statement claimed.

The State Rural Livelihood Mission (SRLM) has been asked to take several steps to improve the quality of MPRs strengthening existing district level data validation procedures and ensuring that district MIS nodal persons validate the data for consistency, completeness and correctness before sending the same to the NRLM portal.

The restructuring of the Centrally sponsored Swarnjayanti Gram Swarozgar Yojana (SGSY) and its renaming as NRLM, also known as Aajeevika, was approved on June 26, 2010. The framework for the implementation of the NRLM was approved by the Union ministry on December 9, 2010, and the scheme was formally launched on June 3, 2011.
