Belonging to Kutbi Nangal village near Batala, Ravi is the third consecutive DC of Ludhiana whose name starts from the alphabet R.

The other two DCs were Rahul Tiwari and Rajat Agarwal.

Bhagat studied from Jalandhar and New Delhi (BA, MA and MPhil) and prior to the present posting, he was DC Amritsar.

Rajat Agarwal, the outgoing DC, remained non-controversial while heading the city. His work was not just appreciated by residents, but politicians as well.

Agarwal, a commerce graduate from Delhi University, will take the charge as Excise and Taxation Commissioner, Punjab.
