Former Congress MLA Bharat Bhushan Batra has alleged a scam in the allotment of tenders for a multi-layered parking and commercial complex, claiming that Cooperative Minister Manish Grover and officers of the Municipal Corporation were involved in it. He has demanded a CBI inquiry into the matter.
“Rules were violated while allotting tenders for the project. There were three conditions. First, the company should have been five years old. Second, its annual turnover should have been at least Rs20 crore during the past five years. Third, its net assets should have been Rs5 crore till March 31, 2018,” Batra told the media here on Thursday.
He further said the tender was given to Richa Industries Limited, Richa Krishna Constructions Private Limited and IND Solutions Private Limited. All three companies, Batra claimed, did not fulfil the conditions.
“Richa Industries Limited was undergoing a bankruptcy process, while Richa Krishna Constructions Private Limited was registered a day before the start of the tender bid process,” the Congress claimed.
“The multi-level parking and commercial complex has been leased out for 99 years with the upfront premium of Rs2.7 crore and annual lease money of Rs2.24 lakh. The project includes a commercial basement, four floors and a cafeteria on the top floor. It will cost Rs17 crore. By spending Rs19.7 crore, there is a plan to earn about Rs130 crore by selling the commercial area,” Batra claimed.
