Haryana makes medical students furnish bonds of Rs 5 lakh to Rs 7.5 lakh

The Haryana Government has notified a new policy for admission to medical and dental colleges in the state.
For the first time, the state has introduced a clause requiring students, seeking admission to MBBS, BDS and specialisation courses, to execute a bond, along with two sureties, promising not to leave the course after securing admission.
The apparent aim is to safeguard interests of the institutions whose sanctioned seats fall vacant when students leave for better institutions or otherwise. The new policy will be applicable to all government and private institutions.
Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, has been authorised to conduct online central counselling as per NEET-UG-2018 rankings for all government, government-aided and private medical and dental institutions in the state.
As per the new policy, if a student leaves the UG course midway, he will have to pay the bond money of Rs 5 lakh. In case of a postgraduate student (other than in-service candidates), the bond money will be Rs 7.5 lakh. Moreover, such a student will also be barred from admission to any PG course for the next three years. These regulations will also be applicable to candidates seeking admission under the management quota.
The government has also directed that the fee will be chargeable annually and the colleges will be barred from demanding fee for the entire course in one go.
The annual fee for MBBS and BDS courses has been fixed at Rs 52,070 for government colleges, while it will be Rs 1.8 lakh in case of Maharaja Agrasen Medical College, Agroha, Hisar.
NRI students will have to pay $25,000 at the time of MBBS admission and $12,500 annually for four years. For BDS, they will have to pay $10,000 at the time of admission and $5,000 annually for four years. The fee in case of private medical colleges will be Rs 10 lakh per year (with 5 per cent annual increase) for MBBS; and Rs 2.8 lakh per year (with 5 per cent annual increase) for BDS.
At private colleges, NRI students will have to pay $1.1 lakh for the entire MBBS course and $44,000 for the BDS course.
The fee for the first year will have to be deposited with the University of Health Sciences, Rohtak, after which it will be transferred to the respective institutions.
For admission, 15 per cent of the seats will be assigned under the All India merit category of NEET UG-2018 and the remaining 85 per cent under the Haryana state merit category.
In private institutions, 50 per cent seats will be filled under state quota and remaining under the management category. Out of 50 per cent management category seats, 15 per cent will be for NRIs.
FEE PAYABLE
Govt colleges: For resident Indians, Rs 52,070 per year for both MBBS and BDS courses; for NRI students, $25,000 at the time of MBBS admission and $12,500 annually; $10,000 on BDS admission and $5,000 annually
