Gurugram, November 24

Chief Minister Manohar Lal Khattar has ordered an inquiry into repeated complaints of alleged unauthorised registration and transfer of economically weaker section (EWS) and below poverty line (BPL) plots. He marked an inquiry against two Naib Tehsildars for committing irregularities. Former Naib Tehsildar of Gurugram Rupinder has been suspended and action has been initiated against retired Naib Tehsildar Ayub Khan, who had served in Baadshahpur then. The Chief Minister was in the city to preside over a meeting of the District Grievances Redressal Committee.

The complaints against the duo filed at the CM window stated that the flats and plots could not be transferred for five years after allotment nor could they be registered, but the then Naib Tehsildars of Gurugram and Baadshahpur violated the rules by allowing registries of the flats and plots. The complainants had shown the registries and transfer papers of 11 such properties, which were registered. A probe by the Chief Executive Officer of Shri Mata Sheetla Devi Shrine Board found them guilty.

In a major respite to house allottees in the case of charging of 50 per cent fee by builders for conveyance deed, Khattar said that until the Punjab and Haryana High Court delivered a judgment in the matter, the builders would charge only 15 per cent fee, as prescribed by the Grievance Redressal Forum.

A complaint regarding charging of more property tax from IT units was also brought to the notice of the Chief Minister. The officers of the Municipal Corporation Gurugram informed him that property tax is levied on any unit on the basis of its use. According to the notification issued by the government in March 2014, there is a provision of charging 50 per cent commercial rate (carpet area) from the IT Park, Cyber City and Cyber Parks by considering them in a special category. At present, the Municipal Corporation is charging property tax according to the notification.
