Now, state residents can use old stamp papers, certificates

The Haryana Government has decided that the residents can use old stamp papers or certificates purchased before January 2014 as per the guidelines, rules and regulations issued by the Revenue Department from time to time by adopting the standard operating procedure (SOP).
A spokesman for the Finance Department said here on Monday that as per the SOP, if a person is having valid, blank or executed old physical stamp paper or certificate issued by authorised branch of SBI and if he or she intends to get their deed registered using these old stamp papers, he or she may apply to the treasury concerned through tehsildar or naib tehsildar for this purpose.
He said that treasury officer would enter the details of old stamp papers, submitted to the treasury concerned in e-GRAS. The e-GRAS would generate a unique ID (UID) against this old stamp paper or certificate. The treasury officer concerned would check and verify the details of old stamp paper issued by him and would write the generated UID number on the stamp paper. He would sign and stamp with date on each stamp paper. Using the UID number, the person concerned would take e-appointment from e-Registration system.
The spokesman said that during the deed registration, the e-Registration would check the UID number from e-GRAS similar to the GRN of e-Stamp paper. After the registration process of the deed is completed, the e-Registration system would update the deed registry number in the e-GRAS system and would deface the UID number in e-GRAS software as is done for the e-Stamp paper.
In case, the person concerned is possessing SBI generated certificate instead of physical old stamp paper, the person would first get the bank certificate verified from the bank branch concerned. Thereafter, he or she would forward the verified bank certificate to the treasury concerned through the tehsildar or naib Tehsildar. Thereafter, the same process would be followed similar as done in the case of old stamp paper, he added.
He said that the Additional Chief Secretary, Finance Department, had issued these instructions to all HoDs, Divisional Commissioners, DCs, SDO (Civil) and Registrar General, High Court. They have been directed to bring these instructions to the notice of all concerned in their departments for strict compliance.
