Stationery, transport departments laggards in offering online services

After two months of the launch of Antyodaya Saral, an initiative by the Haryana Government that promised 485 services of 37 departments online, it has emerged that the printing and stationery department, despite offering just one service, is the worst performer.

According to the data till March 1, out of the 83 pending applications, 77 (92.8 %) are running behind the “right to service” (RTS) timeline at the printing and stationery department. It has the lowest score of 2.9 among all departments offering services online.

The transport department, which offers 22 services, is the second worst with 29,281 applications (57.8 %) running behind the RTS timeline out of the 50,687 that are pending. It has a score of just 5.

Under Antyodaya Saral, launched on December 25, 2018, one can make online application or visit facilitation centres at district headquarters, subdivision and tehsil levels for services or schemes offered by various departments. There is a provision of online status tracking and SMS updates. The approvals can be given online and a score is generated on performance of departments and districts.

“Through the Antyodaya Saral platform, enormous data on performance of departments and districts is being generated for citizens availing a scheme or service. The CM uses the department and district leadership boards to review performance. It ensures that benefits of schemes and services are reaching the citizens within time,” said Dr Rakesh Gupta, Project Director, CM’s Good Governance Associates Programme, Haryana.

The Haryana Shehari Vikas Pradhikaran (HSVP), which offers 52 services, is the third worst as it has over 50% applications that haven’t been addressed. It has 3,048 pending applications, and 1,536 (50.4%) are behind the RTS time schedule.

However, agriculture department, which offers eight services, is the best performer with just 11 applications (0.2 %) behind schedule out of a total of 5,829 pending ones. It has a score of 10. The score is calculated thus: 0.7x percentage of pending application within RTS+ 0.3x percentage of applications completed within RTS x 10

The Haryana State Agriculture Marketing Board (HSAMB) is the second best with score of 9.9. It has no application pending.

Applications not yet addressed
