The government has proposed the university at Aterna village in Sonepat district. The village panchayat has offered 50 acres for the project.

“The government is committed to perpetuate the memory of Pt Lakhmi Chand, a Haryanvi poet, by establishing a state-of-the-art university in his name. The work on setting up the university will be fast-tracked once modalities for the project are completed,” Education Minister Ram Bilas Sharma said.

Pt Lakhmi Chand (1901–1945) is a much revered name in the state. He was accorded the honour of “Surya Kavi” of Haryanvi music genres “raagni” and “saang”. Popularly referred to as “Dada Lakhmi Chand”, he is regarded as the “Shakespeare of Haryana”.
