The Cabinet, at its meeting held here on Wednesday, decided to set up a medical university at Ner Chowk in Mandi district for an effective management and monitoring of all state medical colleges.

It was presided over by Chief Minister Jai Ram Thakur. Reviewing the feedback regarding a Jan Manch programme held on June 3, it was informed in that a total of 4,007 complaints were received. Of these, a majority were redressed on the spot.

The Cabinet enhanced the borrowing limit of Himachal Pradesh State Electricity Board Limited from Rs 5,000 crore to Rs 7,000 crore. It also approved enhancing the stipend being given to MBBS interns of Indira Gandhi Medical College (IGMC), Dr Rajendra Prasad Government Medical College, Tanda, and BDS interns of HP Dental College, Shimla from Rs 10,000 to Rs 15,000.

Nod was also given for opening a new division at Seraj at Janjehli and a new subdivision of the Public Works Department at Bagsiad in Mandi district. It was decided to provide Rs 500 per month to nursing personnel as daily diet money.

The Cabinet decided to implement the Mukhya Mantri Lok Bhawan Yojana in the state under which one community building would be constructed in each Assembly constituency at a cost of Rs 30 lakh.

It agreed to enhance the number of days under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) from 100 to 120. It will benefit thousands of persons. Approval was given for opening a fire post at Thunag and purchasing two fire fighting vehicles and posting the requisite staff.

The Cabinet gave its nod to notify the Himachal Pradesh Energy Conservation Building Code 2018 (HPECBC) and Himachal Pradesh Energy Conservation Building Rules, 2018. The code will be applicable to buildings that have the total built up area of 750 sq m or more and is to be used for commercial purposes. Private residential building shall not come under the ambit of the code.

It agreed to open B. Pharmacy college at Rakkar and a primary health centre at Naganpat, both in Kangra district. The Cabinet decided to fill 75 vacant posts of Agriculture Extension Officer and 40 posts of Junior Office Assistant (IT) on a contract basis in the Agriculture Department.

It approved the purchase of 28 vehicles for the Irrigation and Public Health Department to ensure smooth functioning of the department at the field level.


Water issue discussed

  • The issue of an acute water scarcity faced by the state capital was discussed at length at the Cabinet meeting chaired by the CM.
  • It was decided to expedite the Kol dam project which will cater to the enhanced water requirement of the town. 
  • The Cabinet expressed satisfaction with the current situation, but said steps must be initiated now to ensure there is no re-occurrence of the crisis the next year.
  • It was decided to augment the existing water schemes.

Other key decisions taken by the Cabinet

  • The stipend being given to MBBS interns of the IGMC, Dr Rajendra Prasad Government Medical College, Tanda, and BDS interns of HP Dental College, Shimla, to be increased from Rs 10,000 to Rs 15,000.
  • The number of days under the MNREGA up from 100 to 120; and Rs 500 per month approved for nursing personnel as daily diet.
