Governor reviews employees’ attendance monitoring system

During the past 10 days, registration on the Aadhaar-enabled biometric attendance system has risen by 45,167, taking the total registration of employees on the system to 3,52,841, since the last review held on July 28.

Giving this information to Governor NN Vohra at a review meeting here on Tuesday, Saugat Biswas, Secretary, Information Technology, said before the imposition of Governor’s rule, only 73,461 employees were registered on the system’s portal.

Biswas informed the Governor that the total number of employees working from the civil secretariat stood at 2,519 and on Tuesday, 98.57 per cent were registered on the system, and the remaining would get registered within the next seven working days. The Deputy Commissioners of all districts are personally monitoring the finalisation of the lists of the total number of employees working in their districts, the installation and commissioning of system devices with internet access in every office in the district and, regular marking of attendance by the employees.

The Governor was informed that clear directions have been issued to all Deputy Commissioners to ensure that the system devices are installed in every office. The Finance Department would extend funding for procurement of the system’s devices if funds are not available for the procurement of the required number of equipment.

In compliance with the earlier directions of the Governor, the IT Secretary said orders had been given to all Deputy Commissioners to ascertain and finalise the number of employees in each category who were regular, contractual, ad hoc, daily earners or any other category who were working in every office in the district.

Administrative Secretaries have been instructed to further ensure that their subordinate offices, across the state, were got on board on the Aadhaar-enabled system within the stipulated timeframe and wherever it is not possible, due to technical or operational hurdles, reliable means must be established to mark the attendance of the employees.
