In a significant step, the government on Friday decided to move the appointees under the sadr-e-riyasat ordinance (SRO) no. 202 to a new framework so they could get the benefits of pay revision under the 7th Pay Commission from January 1, 2016.
“The new framework will be worked out by the General Administration Department in consultation with the Finance Department. So far the pay is concerned, the Finance Department issued necessary clarifications on Friday,” Minister for Finance, Education, Labour and Employment Syed Mohammad Altaf Bukhari told reporters at a press conference here.
Notably, under SRO No. 202, the appointees for the non-gazetted posts get a consolidated monthly pay for five years.
The minister said the step had been taken in view of the demand of stakeholders and public. He said there would be a considerable hike in the pay drawn by the SRO-202 employees.
Asserting that Chief Minister, Mehbooba Mufti was keen to address the issue, the minister said after the pay revision, a lecturer getting Rs 20,100 would be paid Rs 52,000 monthly salary. Similarly, a junior engineer (Rs 13,500) would be entitled to Rs 35,400 and a teacher (Rs 8,300 to Rs 11,170) would get Rs 29,200 per month, he said.
About other cadres, the minister said under the assured career progression scheme, the J&K Engineering Gazetted Services would get time-bound benefits at par with doctors with effect from April 1, 2018.
“The orders in this regard shall be issued after the Cabinet approval after the Durbar Move to Srinagar,” he said, adding that the government would also provide employer’s share in the New Pension Scheme in arrears as well.
Bukhari said the Revenue Infrastructure Development Fund would be set up with an initial corpus of Rs 10 crore.
The minister also announced that the exercise for pay/pension revision of university employees had been initiated and the necessary orders would be issued after reopening of the civil secretariat in Srinagar.
Regarding the pay anomaly of the clerical cadre, he said it was decided that a high-level committee, set up under the chairmanship of the Chief Secretary, would convene a meeting after opening of offices in Srinagar to address the issue. He also appealed to the striking clerical staff to call off their stir.
