Intra-state e-way bill comes into force from June 1

The generation of e-way bills for the intra-state movement of goods in Punjab was postponed for a period of two months from April 1, 2018, vide notification dated March 29, 2018. But now, the e-way bills for the intra-state movement of goods will be applicable to everyone in Punjab from June 1.

As per the letter issued by the Additional Excise and Taxation Commissioner 1, Punjab, on May 18, the e-way bill portal is available for the generation of e-way bills for the intra-state movement of goods in the state of Punjab on a trial basis. The letter says that stakeholders are requested to generate the e-way bills from the portal on a trial basis to get well-versed with the system before its implementation from June 1.

A lot of hue and cry was raised by traders and the business community, when e-way bills were started initially from February 1. Following complaints of technical constraints and concerns raised by the trading and business community, who said it was a difficult procedure, the date of implementation of e-way bills was postponed by the Central Government for two-months (from April 1). But that was inter-state (goods sent/received from other states in Punjab). The government had declared that once the system is adopted by all, e-way bills would be required in the intra-state movement of goods as well (within the state of Punjab).

The e-way bills will be required for all now for the transportation of goods, whose value is above Rs50,000 (both inter-state and intra-state)

Satbir Singh, a local businessman, however, said even after many months of the implementation of GST, there were traders, who know nothing about GSTIN or the e-way bill and they were still dependant on CAs and paying professionals a good amount for filing returns.

About the bill

  • The e-way bill is an electronic bill for the movement of goods, which can be generated on the e-way bill portal
  • Transport of goods of more than Rs 50,000 (single invoice, bill, delivery or challan) in a vehicle cannot be made by a registered person without an e-way bill
  • When an e-way bill is generated, a unique e-way bill number (EBN) is allocated and is available to the supplier, recipient and the transporter
